JGraph is a swing component, so should use svggen.SwingSVGPrettyPrint to create the SVG file (and avoid the image problem). As far as having scroll bars, there is no such thing in SVG, and most SVG user agents use a 'pan' metaphor (hold down shift while dragging the mouse in Batik's squiggle).
