Even now there are no 'compile' dependencies on the PDF transcoder (which is good because until the PDF transcoder moves out of FOP you would be left with a chicken and egg problem, can't build FOP w/o Batik can't build Batik w/o FOP - this could be fixed with a multi-stage bootstrap build system but it's _ugly_).
