   Yes.  Since there are a number of 'openStream' methods I suspect
you are missing an important one.  The SAXSVGDocumentHandler uses
        InputStream is = 
purl.openStream(MimeTypeConstants.MIME_TYPES_SVG);

   To open the stream.
