I assumed that he had a reason for not using imagemagick .. "convert foo.jpg foo.png" is probably too simple ;-) In regard to my earlier performance issues - we have worked around them, and concluded our GIS product was producing inefficient SVG files. Are you still interested in a sample svg file, for inclusion in a testkit?
