In that case, you may need to add the standard directory to the list.
For example, if your info files are in /usr/share/info, then:

INFOPATH=$HOME/bbdb-2.2/texinfo:/usr/share/info; export INFOPATH

As to the TEXINPUTS variable, maybe it is better to choose a different
approach for this.  I use the TEXMF variable.  This is explained in
texmf.cnf (I think that's the name of this config file).
