Not sure.  My (limited) understanding of Sourceforge is that:

    http://www.sourceforge.net/projects/myproject

represents the internal development web-page for "myproject" whereas:

    http://myproject.sourceforge.net

represents the external web-page that you show to users of "myproject" 
who aren't really interested in the internals of the project.

Therefore, I kind of think the Elisp packages page on XEmacs web-site
should point to the external web-pages of the packages rather than the 
internal ones (hopefully, the external one will have a link to the
internal one that people can follow if they are interested).
