That'd be on account of url-view-url being undefined. As best I can tell, this belongs to w3, which is provided by default in XEmacs and not in Emacs - note that since you didn't use bbdb-submit-bug-report I can't tell which Emacs you're actually using. Further, the function is for use from within w3-mode, where it stores the URL of the currently-visited page in BBDB, so even if it did work it wouldn't be doing what you wanted it to.
