Nope, you can't. And I'm not really sure I'd be inclined to implement
this. Use the notes field to tag the record, not the field delimiters.

Yes: use bbdb-phones to explicitly search phone records.

I imagine the easiest way to do that is by editing the .bbdb file, or
doing some lisp hacking with bbdb-record-set-phones. I think there's
some code knocking around in the source tarball for frobbing area
codes, you could probably use that as a starting point.
