IMHO there were no changes to the algo, but a change I can
recall was changing the default of bbdb-use-pop-up from t to
'horiz.

Form the header of your message I assume you are using Gnus
and I can confirm this problem with Gnus and found a bug in
the VM code which selects the right window for the split.

Also the documentation is quite odd here and I will rewrite
that code, i.e. HORIZ-PREDICATE should only be a predicate
for selecting the right window and `bbdb-use-pop-up' should
select how to split that window ...

Anyway, you should be fine with (setq bbdb-use-pop-up t) for
now.
