I just realised this is long broken. If I remember correctly, bbdb-complete-mail (from version 2) completes email addresses in mail body (i.e. after mail-header-separator) nicely.
message.el still binds bbdb-complete-mail to M-TAB, but it is broken when located in the mail body. It could delete everything from point to the From: header. Maybe when in mail body re-search-backward should be bound by line-beginning-position.
