It seems logical to me. There's the Go to Function Start and Go to Function End commands that work at the intra-function level and are grouped together, followed by Go to Previous Function and Go to Next Function, which work at the inter-function level and are grouped together. I could see the four commands being in a single group, but I think it makes just as much sense to separate them, and even more so when you consider the also-present Go to Previous Error/Go to Next Error command pair.
