Thanks bernie. Somehow, I don't associate tab setting with font selection.
I changed the setting as you pointed out and new documents now Shift as I set it. And I discovered I need to use Cmd-T to invoke the Font chooser on each existing documents and set the tabs or the old setting persists. At the bottom of the "Editor Defaults" preference pane, you can set the default tab size by clicking on the "Set..." button.
