I don't have the time to read all Bill's answer right now (I may
print it out and read it during an upcoming vacation, though),
but I think the short answer is, "no, what you've described
can't be done."
In fact, I have a few template/stationery files in BBEdit which
all have placeholders. I created them thinking that there would
be some way to activate the placeholders (ages ago)... but I
couldn't do it.
However, you can put the whole "template file" into clipping.
Same result, with only one or two more steps.
