Open the spell check panel (cmd-shift-;), select wanted language from the menu at the bottom. AFAIK there is no (programmatic) way for the spelling panel to pick up the language from clue embedded in the file (like lang="fr" attributes in html files). I'll be hapilly proven wrong by Bare Bones.
