I understand what your point is, but in your illustrative example, you could highlight the line, and then do a Search on Selection Only for h3>, replacing with h4>.
Or use the HTML Block palette and click the Heading button or the HTML Tools palette and click the Edit button.
I suspect, but haven't tested, that letting BBEdit make the change will have less impact on the Preview window update speed, not just for head tags but most edits.
