I be confused. Forcing a text file to end with a return is to prevent a file 
from ending with the last character in a paragraph (or line) which might not be 
a line end.

That makes sense for readers that always want to read to end of line and get 
confused if an end of file comes first.

A blank line at the end would would be two line ends in a row. BBEdit should 
never do that on purpose - should it?
