Quickest way I can think of is to create a Text Factory that runs
Tidy:Convert to XHTML (unless you have some other objection to
XHTML). XHTML requires quotation marks around attribute values, and
it requires tag names to be lowercase, so it should make those
changes for you.
File
New
Text Factory
Select "Tidy: Convert to XHTML" from the drop-down menu
Select the "Choose" button at the top of the pane
Select "Open Text Documents"
Choose "Apply" button from the bottom right of the panel
