Dunno about script blocks, but Format (Markup: Utilities: Format) is
the answer to your #1 question.

Besides formatting (or not) the HTML, it also can normalize the tag
case & attribute quotes per your BBEdit Preferences (in the HTML
Markup preferences pane).
