How do people manage their clippings sets?

I have always had trouble managing mine. Language-wise, I work almost  
exclusively with html, php, and css. Because php is often embedded in  
html, I usually need all of my php and html clippings available at the  
same time. In other words, I'd rather not have to switch clippings  
sets while I'm working on either .html or .php files.

Up until now, I've had separate html and php clippings sets (they're  
still named "glossary", so they go back a few years). Whether due to  
improper setup or mismanagement on my part, I've often ended up with  
a) lots of duplicate clippings across html and php sets, and b) times  
when I was in the "wrong" set and could not access the clipping I  
wanted without manually switching the set.

I have experimented with a Universal set to house everything, but it  
only made things messier.

On the other hand, I _would_ like to have BBEdit switch to my CSS set  
when I am working on a .css file.

What is the best way to set up clippings to accomplish this? What do  
other people do?

Under suffix mappings in Preferences, I have .php mapped to html. I  
can't remember whether this is set by default or whether I set this.
