I am unable to reproduce a problem with either of these examples.  
Here's what I did:

(1) Paste both examples into a new BBEdit text window.
(2) Set the source language to Python

Both comments are displayed entirely in gray as expected.

Maybe you have a syntax error in your surrounding code that's  
confusing the language parser?
