The Text Files preferences have settings to control what BBEdit does when the file is of an unknown type. The factory default (and recommended setting) is "Map the file name"; this uses the filename extension mappings in the Languages preferences. Assuming you don't have a built-in module for .tpl files (whatever they are), you can just add a mapping of ".tpl" to the "(none)" and that should do the job.
