If I drop the file onto the Opera icon there is no problem, and the 
URI is shown as:

<file://localhost/Users/j/ICECRAFT/test_layout.html>

but if I select Preview from the Markup menu in BBEdit, the URI is shown as:

<file://localhost/Mac%20Mini/Users/j/ICECRAFT/test_layout.html>

and I get the following error page:

Error!
Could not open file

You tried to access the address 
file://localhost/Mac%20Mini/Users/j/ICECRAFT/test_layout.html, which 
is currently unavailable. Please make sure that the Web address (URL) 
is correctly spelled and punctuated, then try reloading the page.

I don't recall having this problem with previous versions of Opera, 
but I have not long been using it.

Is it a BBEdit problem or an Opera problem?

PS. Curiously enough if I command-click on the first URI in Eudora, I 
get an error, but command-clicking on the second brings up the file 
in BBEdit, though it would open by default in Firefox!
