I don't think there's a BBEdit version for Windows. I've been using UltraEdit on Windows (http://www.ultraedit.com/) for a number of years, and while it doesn't have quite the same functionality set as BBEdit it's a pretty potent editor nonetheless. There's also JEdit, which is written in Java and runs well on Mac, Windows and Linux; I find its interface and functionality a little non-intuitive, but lots of people I know like it.
