Bug. I reported this shortly after BBEdit 9.0 came out (I want html documents to be soft-wrapped). So far no fix.
I really like BBEdit on the whole, but I am disappointed at the bug fix rate. The bug you mention and the one where the search function sometimes gets into a mode where it silently fails to wrap around for no obvious reason are the ones that really bug me. Both are old. I also find that when I open a project it'll ask me something like "really open 22 documents" (or however many I had open when I closed the project) and then proceed to open exactly ONE document.
