It seems that the Un/Comment Selection has changed in version 9.6. In earlier versions #insertion##select# has been inside the comment string e.g. <!-- _CURSOR_ --> or /* _CURSOR */ but now its placing the cursor AFTER the comment e.g. <!-- -->_CURSOR_
