If you're into writing cgi scripts or php based pages you might have a look at 
the cgiwrap tool.

It needs to reside in root-owned space so it can do things through http when 
asked by users who have passed what you consider is a log in. Lots of tests are 
built into it to prohibit access by visitors with bad ideas.
