I was never a big fan of having to manually add perforce workspaces in BB's preferences but it was superior, IMO, to the mystery of how BB10 figures it out (or, in my case, apparently doesn't). I organized my workspaces such that I didn't have to create config files (of course, the BB pref settings were effectively that) and any command line work would automatically add the correct values via the p4 alias I had set up.
I'd certainly appreciate a fuller description of how BB magically determines the perforce nature of a file; something more informative than "If you have an open document which BBEdit does not recognize as being associated with any client space..." so I can at least see if I can organize things to have the right magic take place.
