I too, at first, thought this was annoying, because I was clicking all the headings to see what the window did. But when I stopped doing that silly thing and instead started to actually look at the preferences instead of the preferences *window*, I suddenly stopped caring about the window size change. To me it's irrelevant when I'm actually using the prefs.
