This happened before - I quit using the P4 menu because after one
upgrade I couldn't get it to appear even when it was enabled in the
prefs.

Just downloaded the 10.0 demo and saw it didn't appear there
similarly, so I searched the help and tried running
  defaults write com.barebones.bbedit
Perforce:PerforceToolPathOverride ...
thinking that might be the issue.

Well the P4 menu still doesn't appear in 10.0 even when enabled in
prefs... but it's now showing up in BBEdit 9.6.3!  (Well now I'm
noting that when I open a text file that's in my default P4CLIENT
local path, none of the P4 menu items are enabled so it isn't too
functional.)

CVS and svn don't seem to have this issue, both of them just behave
like normal rational menus, showing or hiding according to the
checkbox setting.

So what is the secret voodoo that would suppress BBEdit's P4 menu from
appearing even when the menu is enabled?  It can't just be the p4 path
defaults issue because it still isn't showing up in 10.0.
