Do you mean that you want to remove tags like this <a name="section1">?

This would probably be sufficient:

Find

<a\s+name=[^>]*>([^<]*)</a>

Replace

\1


If for some reason your named anchor tags have additional attributes, you
might need this:

Find

<a\s+[^>]*(?<=\s)name=[^>]*>([^<]*)</a>

Replace

\1
