This is now handled in the site setup dialog
BBEdit -> Setup -> Site
where you can set addressing defaults per site. This was in the
release notes for version 10.1.1 (3123) on December 3.

I'm slowly losing my mind. Creating an anchor tag used to be
easy in BBEdit 9, but in 10 it's a nightmare. I must be missing
something. Please help!
How do I set it to automatically create a relative link? (Or
for that matter, an absolute link?) As it stands now, when I
navigate to a file, it puts a path to it, but when I click on
the link in the preview, it does not work, because the path is
neither relative, nor absolute.
And moreover, "Check Links" does not catch that!
This can't be the expected behavior, so I'm wondering what I'm
doing wrong.
