BBEdit's "Change Case" command is useful, but if there is no selection it acts on the entire document.
I cannot think of a single situation in which I'd like to change the case of the entire document. It makes much more sense to change the selection and fallback to the current word when there is no selection. So here are some Menu Scripts to select the current word if there is no selection.
