OK, I added this feature myself, thanks to BBEdit's over-the-top 
AppleScriptability.  Create a script named "Go to Characteri…" in your 
BBEdit Scripts menu, and in it place this text…

*display dialog* "Go to character…" default answer "0"

*set* aOffset *to* text returned *of* result *as* *integer*

*tell* *application* "BBEdit"

*tell* *document* 1

*select* *character* aOffset

*end* *tell*

*activate*

*end* *tell*
