I'm not sure I agree with that. The Dash URL scheme does allow
passing which docset to search:

Whether BBEdit passes that along; I have no idea.
I ended up disabling builtin Dash support using the expert pref, and
added custom handlers in Language prefs for what I need.
Which is a good idea. Combine that with the custom URL scheme
and searches can be limited to the docset matching the language
of the current document.
