The Rubymotion toolchain has a command line tool for generating a ctags file that contains all the Cocoa classes and functions relevant to the Rubymotion project. Would ctags be the right way of attaining code completion using this toolchain/framework?

Yep. A ctags data file that is in your project directory hierarchy will be detected and used as a data source for both completion and symbol coloring.
