Thanks to those above for providing the solution for BBedit.

For those using TextWrangler like myself, I was able to correct it using 
the command:

defaults write com.barebones.textwrangler SurfNextPreviousInDrawerOrder 
-bool YES 

(note the substitution of "textwrangler" in place of "bbedit"). This 
appears to have solved the issue.
