Check Appendix C in the manual "Placeholders and Include Files".
I suspect that will have what you want.
But it's been ages since I've used that. I've still got one very
old site that uses persistent includes to update the site. It
works well once setup.
If you're talking about a once-off process, does each page just
get wrapped with header/footer content or is there some other
processing happening? If just wrapping pages, then a simple
multi-file regex would do the job.
