To follow up on this: after further research, we were able to
identify a specific misbehavior in the Wacom driver and have
reported it to Wacom, with a favorable response.
The nature of the misbehavior suggested a workaround, which is
in place for BBEdit 11.5.1.
Wacom intends to address this in a future release of the tablet driver.
