OK, Patrick pointed me in the right direction. I needed to make the search non-greedy.
What I needed was <divisionPermission>(?s).*?</divisionPermission> I can then use <divisionPermission>\n<division>xxxxxx</division>\n</divisionPermission> as the replacement. -- This is the BBEdit Talk public discussion group.
