Preferences --> Editor Defaults --> Soft wrap text to:
Character width 80 (or any of the three options, for that matter)
Editor Defaults establishes the default settings for new
documents. If you have a document with saved settings, those
will override the preferences.
You can try "Normalize Options" for an affected document after
you open it and see if that helps.
