Click on one, then switch to the second. Those two will then be top-most.

BTW, I use Moom, and a way that I like for viewing two windows - on a large enough screen - is to hover the mouse cursor over the green zoom button upper left *not clicking*; after a second a popup lets me choose to have the window fill the left or right half of the screen; then I can do the same with the other window, filling the other half. Moom has many other capabilities (I have no connection to the product or company).
