Apparently BBEdit's default numbers highlighter has precedence over 
keywords'.

Try adding an empty number pattern to disable it.

    <key>Language Features</key>
    <dict>
        ...
        <key>String Pattern</key>
        <string><![CDATA[(?x)
            ('[^\s\[\]]*)
        ]]></string>
        <key>Number Pattern</key>
        <string></string>
    </dict>
