I found this in the manual.

"To toggle the behavior of the keypad between moving the cursor and entering 
numbers,
hold down the Option key and press the Clear key in the upper-left corner of 
the keypad.
(This key is also labeled Num Lock on some keyboards.)"

You can also set it as an expert preference. Use this in terminal to turn it 
off. Or change to 1 to turn it on.

defaults write com.barebones.bbedit UseNumericKeypadForCursorMovement 0
