If I understand your usage, it looks like your source file could be a csv 
file. Your second file could be the result of a mail merge in a word 
processor, saved as plain text, and I'm not sure what form your 3rd file 
would need to be.

BBEdit could do all that, I think. There may be other tools that would 
apply, too.
