While *some* jobs are being filled by holders of H1-B visas, I do not
believe that is the primary cause of the tech. job situation today.

Instead, I think it's a combination of greed and stupidity (which is
what brought on the .COM crash), companies being more focused on making
short-term money than on staying in business, companies being more
focused on their stock price than their products, and unrealistic
executive compensation practices. Also, or maybe because of all of these
things, far too many companies these days make hiring decisions based
more on salary than anything else. This is not good, regardless of who
gets those low wages.

I'm not sure we *should* get back to where we were two years ago! I'd
rather see a slow, steady growth, based on SOUND BUSINESS PLANS -- which
we sure as hell didn't have back then -- than a jump back to 1999/2000
standards.
