Try writing for SysAdmin Magazine.  They accept articles from the general
public and they have an ongoing need for copy.  Take a look at
http://www.sysadminmag.com/ed/ for the editors guidelines.  There's also a
link for the Call for Papaers off of that page.

Another possibility might be ;login:, especially if you're going to LISA (they
need people to do summaries of various sessions).
