Check out pair.com; I don't know if they have exactly what you're looking for, but I've had a few domains there for a couple of years, and I've never had problems, either extended service outages or billing or other screwups. I've also found PairNIC easy to work with, in contrast with another former-monopoly registrar I've had experience with. I should admit that my domains are personal, so I do not monitor availability, and therefore I cannot say precisely what the service availablity is, but for my needs they're hassle-free and cheap.
