<list_moderator_mode=on> This isn't the right environment to argue about what rules SpamAssassin includes by default. In short, the scores are set so that any one rule doesn't have the ability to call something spam. In this case the message received a 3.9 which is less than the 5 required to be considered spam (and therefore get moderated).
