I don't know what that article says, but I did see another article elsewhere recently that claimed the same thing (probably based on the same numbers from Gartner or someone like that). The title was someone inaccurate though. The article itself said that domestic outsourcing contracts to US firms were decreasing in number. It suggested that this was because end users where contracting directly with overseas firms instead rather then someone domestic. If true, this isn't a good thing overall for domestic IT support personnel. If deciding between looking for domestic inhouse vs. contract firm work; I might interpret this as a nudge towards inhouse. If an organization has decided that it wants something inhouse then maybe it will be stable. If it's already decided to oursource what's to stop it from going offshore.
