Perhaps Comcast has multiple ways of doing this? In my comcast setup, the phone split off from the cable at a box on the outside of the house, and they ran regular old wires from there to the demarc block that the phone co. had used, thus lighting up all jacks in the house.

There's an RJ-11 jack on the back of the cable modem. If all your phone jacks are connected to each other, just plugging the cable modem into a spare wall jack will hook up all the phones in the house.
